· U.S. Rep. Kind discusses student loan interest rates
Cartwright Center, Room 337, UW-La Crosse. Kind to Address July Doubling of Student Loan Interest Rates on UWL Campus Washington, DC – On Tuesday, May 1, U.S. Rep. Ron Kind (D-WI) will host an event at UWL to discuss the impact the doubling of student loan interest rates on July 1st would have on local students. Kind will also discuss next steps to help avert the pending increase in rates on need-based loans. If Congress doesn’t act, interest rates could double to 6.8 percent on July 1, and more than 7 million students will incur an additional $6.3 billion in repayment costs for the 2012 – 2013 academic school year. That means college next year, and every additional year Congress doesn’t act, gets $1,000 more expensive for each student borrower. Kind will also discuss the impact of the Ryan budget on student financial aid. They Ryan budget, which has passed the House of Representatives but has not passed the Senate, would remove the planned Pell Grant increase, from $5,550 in 2012-13 to $5,645 in 2013-14 and $5,725 in 2014-15, making it even more difficult for local students to afford the growing cost of higher education. 2 p.m.

DOT Office, 2905 Universal St., Oshkosh. Rep. Tom Petri and Senator Herb Kohl will hold a press conference on the planned upgrade of Highway 41 to Interstate status. Of particular note is the need to provide a grandfather provision to allow trucks currently exceeding the Interstate weight limit to continue to use the highway. Participants include: Rep. Tom Petri Sen. Herb Kohl John Casper, President/CEO, Oshkosh Chamber of Commerce Tom Howells, President of the Wisconsin Motor Carriers Assoc. "Making Highway 41 an Interstate will assure area businesses, and companies considering moving here, that both the state and federal governments are committed to providing high quality transportation infrastructure for this region. Both the local economy and the quality of life will benefit. We do need to grandfather current trucks for certain businesses, however." - Rep. Tom Petri. In 2005, when Rep. Petri was chairman of the House Highways and Transit Subcommittee, he played a key role in having the Highway 41 corridor designated as a future Interstate - a change which will boost the economy in the Fox Valley. With the designation comes federal truck weight limits, generally 80,000 pounds of gross vehicle weight. That would impact certain timber, waste, scrap metal, agriculture and other products. Rep. Petri, Sen. Kohl and Rep. Reid Ribble have been working to win approval for a grandfather provision which would allow vehicles of the type currently using Highway 41 to continue the practice. A similar grandfather provision has previously been approved for I-39 in Wisconsin and I-99 in Pennsylvania, and different exemptions apply to interstates in Maine, Vermont and other states. Rep. Petri proposed the grandfather provision as an amendment to a House transportation authorization bill. That bill was pulled from the House floor, however. Instead, the House passed an extension of the current Transportation bill until Sept. 30 while the Senate has approved a new Transportation bill. Rep. Ribble has been appointed to the conference committee which will iron out the differences between the two bills. Working with Rep. Petri and Sen. Kohl, Rep. Ribble will push for the grandfather provision during the negotiations if allowed during the conference. On a separate track, Sen. Kohl has been successful in having the language included in the Senate Transportation Appropriations bill which was approved by the Senate Appropriations Committee. It has yet to be considered by the full Senate, but if finally approved will provide an additional reason for Congress as a whole to accept the I-41 weight exemptions. 10:30 a.m.

Milwaukee, WI – On Thursday, May 3, Congresswoman Gwen Moore (WI-4) will host a press conference urging her Republican colleagues to stop the potential doubling of student loan rates on July 1st of this year. Unless Congress acts, on July 1, the interest rate on need-based student loans will double – rising to 6.8 percent. This would raise costs for more than 7 million students. The House Republican budget, which they passed March 29, allowed the interest rate to rise to 6.8 percent. Congressional inaction will result in passing $6.3 billion in additional repayment costs onto students for the coming school year – with the typical student borrower paying $1,000 in additional costs. On April 27, House Republicans played political games with this critical issue – passing a partisan bill that blocks the increase but pays for it by undermining the health of America’s women and children. This partisan bill does not give students needed relief; instead it has drawn a veto threat from the President. The Statewide Criminal Justice Coordinating Council (CJCC) is hosting a listening session to hear from citizens, justice professionals, and local law enforcement about the criminal justice issues that are important in their communities. The Council will be hosting additional listening sessions across the state. Governor Walker established the twenty-member Statewide CJCC by Executive Order in April, and has charged the Council with examining crime and criminal justice problems in the state, and recommending strategies to improve criminal justice system policy, operations, and outcomes. The Council seeks to improve criminal justice system efficiency, effectiveness, and public safety. Wisconsin’s criminal justice system relies on many criminal justice professionals working in multiple agencies at the local, county, and state level. State and local elected officials and agency heads, judges, prosecutors, public defenders, and state and local law enforcement share responsibility for the operations of the criminal justice system. Additional non-governmental community members—including victim advocacy and service groups, community treatment providers, and the education community—also play critical roles in the state’s criminal justice system. The Council is interested in hearing perspectives from across the criminal justice system to develop strategies to improve coordination among criminal justice professionals and overall justice system operations. About CJCCs In Wisconsin, 37 local Criminal Justice Coordinating Councils (CJCC)—including a CJCC in Eau Claire—have been established to foster justice system innovations. In 1985, the county created a county advisory commission on human rights. The commission’s role was to receive reports on all matters concerning the equal rights of all persons within the county and, after due deliberations and open hearings, advise the appropriate department or division of county government of the proper procedures for preserving the equal rights of persons as guaranteed by the law. To these ends, it was to advise the county executive and county board of pending or prospective legislation or executive orders. It was, also, to advise administrators concerning proper policies, and was to act as a liaison with community groups and organizations. The commission was to refer, without comment, any and all reports to the chief judge. Around year 2000, the county took action to cease implementing the commission activities but the ordinance that governs the commission is still in place but not enforced. We believe the charge of this commission is critical to ensuring equity and equality in the affairs of our county. We also believe that the absence of this commission has contributed greatly to the socioeconomic decline of the county and disparity gaps. We believe that since the removal of the commission many decisions have been made without consideration for civil rights compliance and equal opportunity. "Walker Recall Talk Radio Report" finds Milwaukee Talk Radio Supporting Walker, GOP Candidates; Group Claims Violation of Federal Campaign Laws; Barrett Supporters Demanding Comparable Time The Media Action Center has been monitoring the five local Talk Radio shows on Milwaukee, Wisconsin's WISN (Clear Channel) and WTMJ (Journal Communications) and has come up with some stunning results. Members of Media Action Center Wisconsin will release those results at a press conference Tuesday, May 22, at 10:00 AM, in front of WTMJ, 720 East Capitol Drive Milwaukee, and supporters of Tom Barrett will be present to demand comparable time throughout the remainder of the campaign. The Media Action Center found that each of those radio stations are giving an average of 50 minutes every day to Scott Walker supporters to promote their candidate, while giving only seconds to Tom Barrett supporters. That's the monetary equivalent each of those radio stations giving between $70,000 to $180,000 in free airtime to the GOP - every week during the recall election. Sue Wilson, Media Action Center founder, director of the media reform film Broadcast Blues, and author of the "Walker Recall Talk Radio Report," says this extreme imbalance in the 60 days before an election is not only unfair, it violates the law and FCC rules. "Radio stations must offer comparable time to candidates under Section 315 of the Communications Act, and to supporters of candidates under the Zapple Doctrine. WISN and WTMJ management are fully aware of this; even their own Wisconsin Broadcasters Association has warned them about it." Supporters of Tom Barrett have been writing WISN and WTMJ asking for comparable time as the Federal Communication Commission requires. WTMJ has denied them time; WISN has just not responded. Says Barrett supporter Randy Bryce, "We are now midway through this election cycle. We've watched WISN and WTMJ give away tens, maybe hundreds of thousands of dollars in free airtime to Scott Walker's supporters. Now we find out that's not only unfair, it is against the law. So we are standing up for our rights and demanding that WISN and WTMJ immediately give Tom Barrett supporters comparable radio time - before the end of this campaign." Wilson says the FCC is has been contacted to intervene in this case. Wilson also says what happens in Milwaukee has implications for the entire nation come the Presidential election. "Whether it's Charlie Sykes or Vicki McKenna in local Milwaukee today, or Rush Limbaugh or Sean Hannity on the air nationally in September, the rules are clear: in the 60 days before an election, no radio station can use the publicly owned radio airwaves as a political hammer to promote only one major party. MILWAUKEE—The Veterans Against Walker group will hold two press conferences on Friday, May 25, describing how Scott Walker's actions hurt veterans and their families — including how two of Walker's close aides have been charged with stealing donations meant for the families of fallen soldiers. These events will focus on the fact that Walker in fact DID know that his repeal of the Pay Equity Act would harm veterans, including an email that proves such, which directly contradicts his public statements about not knowing it would affect veterans and their families.
