- Funds research and clean-up efforts at DNR
- Disposal research grant ($250k SEG one-time)
- Provides funds to UW-System for a grant to conduct research into technology for destroying PFAS.
- Wildlife research and sampling ($87k SEG annually)
- Investigation and assistance where there isn’t a responsible party ($120k SEG one-time)
- Remediation work ($2.5M SEG annually)
- Funds disposal of chemicals, emergency relief efforts, orphan site remediation, remediation in sites where a responsible party is unable to pay.
- Testing municipal public water supply systems ($1M SEG one-time).
- Creates a segregated settlement fund for any funds received by the state from PFAS related litigation or settlements. Remediation and clean-up expenses would then be paid out of this trust fund.
- Disposal research grant ($250k SEG one-time)
- Updates state law governing information DNR may request to access in relation to:
- Persons generating, transporting, treating ,storing, or disposing of hazardous waste (PFAS) and the quantities and dates those activities took place on.
- This will help DNR hone in on when and where contamination may have taken place.
- Give DNR discretion to require proof of financial responsibility for entities that possess or control PFAS
- Exempts local government, emergency responders, the state, and water/wastewater utilities
- Directs DNR to promulgate emergency rules for criteria certifying PFAS testing labs
- Provides 9.0 SEG FTE at DNR for PFAS related work
- Provides 3.0 GPR FTE at DHS to establish science-based standards for PFAS chemicals
- Directs DNR to establish emergency rules for groundwater for PFOA and PFOS chemicals.
- Emergency rules would be in place for up to three years or when a permanent rule goes into effect, whichever is sooner.
- Directs DNR to commence similar emergency rulemaking upon receipt of enforcement standard recommendations from DHS for other PFAS.
- Requires DNR to promulgate PFAS air emission standards once EPA publishes stack testing methods for PFAS
- Require DNR to promulgate surface water standards for PFAS compounds for which DHS recommends groundwater enforcement standards (same as current practice)
- Directs DHS to conduct optional blood testing for individuals in Peshtigo/Marinette/Porterfield
- Directs DHS to conduct a cancer cluster study in Peshtigo/Marinette/Porterfield
