Dane County judge overhauls standards for witness address in absentee balloting

A Dane County judge has issued a pair of rulings overhauling the standards for a witness' address on an absentee ballot envelope for the vote to count.
That includes tossing guidance from the Elections Commission requiring street number, street name and municipality for clerks to accept the ballot.
