Dem gubernatorial candidate Sara Rodriguez called for a bell-to-bell ban on cell phones in schools and barring online platforms from using features like infinite scroll and autoplay to maximize screen time for those under 18.
The provisions are part of the lieutenant governor’s plan to protect kids online. The package also includes a new state Office of Digital and Technology Policy to coordinate agencies in efforts to protect kids online.
The office would also be tasked with overseeing artificial intelligence, cybersecurity and emerging technology policy.
Other provisions in the package include:

- Allowing parents to sue social media companies if their content leads to problems like eating disorders, substance abuse or exploitation of their children.
- Banning all surveillance advertising to anyone under the age of 18, including ads based on minors’ browsing data or algorithmic profiling.
- Strengthening criminal penalties for online child exploitation, grooming and sextortion.
