Dems stand in opposition to PLA bill; GOP defends

As discussion begins on the PLA bill, Dem senators lined up in opposition to the legislation, as few Republicans defended the bill. Decrying the bill as “anti-worker,” the Dems warned the legislation would roll back local control. They added the bill should not be a priority for the Senate. State board approves self-insurance recommendation

The Group Insurance Board today voted to move forward with self-insuring state employees, just hours before Gov. Scott Walker is scheduled to deliver his budget address. Two amendments to PLA bill tabled

Two amendments to the PLA bill were tabled as discussion on project labor agreements began. One amendment would have given preference to a contractor who is a minority business or a woman’s business. It was tabled following an 18-13 vote. Sen. Lena Taylor spoke on behalf of the amendment, urging her fellow senators that a vote for this amendment is “a vote that says we want to do better” for minorities and women in business. The Senate has gaveled back in after a short recess and will take up the project labor agreements bill. The PLA bill, authored by Rep. Rob Hutton, R-Brookfield, and Sen. Senate passes CBD oil bill, pushes back discussion on PLA bill

The Senate voted today 31-1 to pass a CBD oil bill and pushed back discussion on project labor agreements legislation until later this afternoon. The PLA bill will be taken up following a noon break for a Black History Month event in the Capitol Rotunda. The Senate is expected to reconvene at 1:30 p.m. The CBD oil bill, SB 10, shields from state prosecution those who have a doctor’s note and use the marijuana extract to treat seizures. The bill also set up a process to buy and sell CBD oil in Wisconsin if the feds decide it’s no longer a Schedule 1 drug.  Sen.
