Walker doesn’t see drug-testing human-welfare recipients as a punitive, back-door way to deny benefits to people already down on their luck. He sees it as a way to help them address and conquer their addictions and move toward self-sufficiency. It’s only fair to offer the same to CEOs on the corporate-welfare dole.
