JFC approves changes to special needs scholarship

The Joint Finance Committee kicked of its final budget action Wednesday with a 12-4 party-line vote to revamp the special needs scholarship, which allows students with a disability to receive state money to attend private schools.
The Legislative Fiscal Bureau estimated the changes would add 250 students in 2018-19, doubling enrollment in the program.
Dems knocked the move as a back-door expansion...
