JFC changes up allocation of VW settlement money, creates statewide grant program

The Joint Finance Committee scrapped Gov. Scott Walker’s plan for settlement money from Volkswagen, opting instead to fund a $32 million statewide transit capital assistance program.
Originally, the guv planned to provide Milwaukee County $26 million over the next two years to buy new buses, as well as direct $16 million to replace vehicles in the state fleet.
But the motion from JFC co-chair John Nygren and Rep. Dale Kooyenga, R-Brookfield, which was approved on a 11-4 vote with one absent, instead allocates $11 million in 2017-18 and $21 million in 2018-19 to create a statewide grant program...
