Rep. Debra Kolste and Sen. Tim Carpenter introduce legislation to regulate powdered alcohol the same as liquid alcohol is regulated.
Madison – Today State Senator Tim Carpenter (D-Milwaukee) announced that Rep. Debra Kolste and Sen. Carpenter have introduced legislation with bi-partisan support to expand the statutory definition of alcohol so that powdered alcohol can be regulated under Wisconsin’s existing alcohol statutes.
Four states, Colorado, Delaware, New Hampshire and New Mexico have enacted similar laws.
“Sometimes known as “Palcohol,” the powdered alcohol can be added to liquid, sprinkled on food, or ingested to add the buzz of a full cocktail,” said Carpenter.
It is reported that as of the end of 2015, twenty-five states have enacted a permanent ban on the sale of powdered alcohol. In the last legislative session, a bill to ban powdered alcohol in Wisconsin did not pass.
“Given the lack of an ability to pass a ban in Wisconsin, we believe that if powdered alcohol is to be allowed for purchased in our state, that we should at least regulate it like any other intoxicating beverage,” said Carpenter.
The bill includes exceptions for powdered alcohol used by hospitals or for scientific research or other medical, pharmaceutical, industrial, or non-beverage uses.
