MADISON, WIS. — Scott C. Blader, United States Attorney for the Western District of Wisconsin, announced that Raymond Brown, 34, Rockford, Ill., was sentenced today by U.S. District Judge James Peterson to 20 years in federal prison for transporting a minor across state lines for the purpose of engaging in sexual conduct. This prison term is to be followed by a lifetime period of supervised release. Brown pleaded guilty to this offense on September 7, 2017.
On March 11, 2017, Brown, using the Facebook name Prince Paso, sent a Facebook message to the 15-year-old victim asking the victim to engage in sexual activity. On March 12, there were Facebook messages between the defendant and the victim arranging for the defendant to pick the victim up in Wisconsin. After Brown picked up the victim, they ultimately went to a hotel in Rockford where the defendant sexually assaulted the victim and another teenager.
Judge Peterson was concerned that Brown would ply young people with intoxicants to get them to do what he wanted them to do. Additionally, Judge Peterson found that the defendant had a sustained sexual interest in minors and that his conduct made him a danger to the community.
The charge against Brown was the result of an investigation conducted by the Federal Bureau of Investigation – Rockford Office, the Federal Bureau of Investigation – Milwaukee Child Exploitation Task Force, the Rockford Police Department, and the Beloit Police Department. The prosecution of the case has been handled by Assistant U.S. Attorneys Elizabeth Altman and Darren Halverson.
