Madison – Rep. Adam Jarchow (R-Balsam Lake), Rep. Rob Brooks (R-Saukville), and Senator
Tom Tiffany (R-Hazelhurst) introduced a package of private property rights legislation this
morning. The Homeowners’ Bill of Rights represents a strong step forward in guaranteeing the rights of private property owners in Wisconsin.

Rep. Jarchow, Rep. Brooks, and Senator Tiffany were joined today at their announcement by the Murr Family. The Murr family has become another victim of the long arm of government
overreach and infringement on the rights of private property owners.

“As Americans, we are entitled to life, liberty, and property. Property rights has been and will
continue to be one of my top priorities in the legislature.” said Jarchow. He continued, “The
Homeowners’ Bill of Rights is a step in the right direction and will put Wisconsin on the
forefront of property rights issues. It is my hope that the rest of the country will follow our lead. Thank you so much to my colleagues for the support and to the Murr Family for making the trip to Madison.”

“The United States Supreme Court decision in Murr v. Wisconsin shined a bright light on the
tight grip the government holds on private property owners,” said Tiffany. “We are calling on
our legislative colleagues to take action and lead the way in protecting their rights”.

Included in the package is LRB 2630 and LRB 2628. LRB 2630 rights the wrong from the Murr decision by allowing property owners to develop and sell all substandard lots that were legal when they were created. Furthermore, it creates a statutory framework for conditional use permits, providing additional certainty to property owners. LRB 2628 addresses the home affordability crisis facing lower income Wisconsinites and first-time home owners.
