This session takes a deep dive on Minnesota’s e21 plan for revising the social contract among regulators and the regulated. Â We explore the use of performance-based regulation in both retail and wholesale markets, Â and feature a number of case studies from Midwest states including Minnesota, Wisconsin, Illinois and others.
