MADISON — The Department of Public Instruction will conduct a hearing from 2:30 to 4 p.m. Feb. 21 at department headquarters, GEF 3, Room P41, 125 South Webster Street, Madison, to take public testimony on proposed administrative rules to restore part-time open enrollment (PI 36).

The 2013-15 biennial budget eliminated part-time open enrollment, then 2017 Wisconsin Act 59 restored the program. Part-time open enrollment allows public school pupils to attend a nonresident public school to take a course offered by the nonresident school district. The proposed rules reinstate procedures for school districts to use in establishing a starting date for each course and application and notification procedures. Additionally, the proposed rules specify random selection and transportation reimbursement procedures and how costs are to be calculated.

Written comments on the proposed permanent rules may be submitted via the department’s form for submitting public comment, https://goo.gl/forms/NPdNndNWLsae4vJB3. Questions or additional testimony on the proposed rules may be sent by e-mail to the department’s administrative rules coordinator, adminrules@dpi.wi.gov, or by U.S. mail to Carl Bryan, administrative rules coordinator,
125 South Webster Street, P.O. Box 7841, Madison, WI 53707-7841.

Written comments on the proposed rules received no later than March 2 will be given the same consideration as testimony presented at the hearing. The proposed rules are available on the department’s administrative rules webpage, https://dpi.wi.gov/policy-budget/administrative-rules, or the Wisconsin Legislature’s Clearinghouse Rules site, https://docs.legis.wisconsin.gov/code/chr/active?group=agency&visible_group=Department%20of%20Public%20Instruction%20(PI).
