Wisconsin Dept. of Administration: Secretary Brennan announces new Division of Personnel Management Administrator

– Department of Administration (DOA) Secretary Joel Brennan announced today the appointment of Malika Evanco as Administrator of DOA’s Division of Personnel Management (DPM). Since March 2018, Evanco has served as Director of Human Resources Services at UW-Madison’s School of Medicine and Public Health. Before that, she spent three years as Director of Human Resources for the Sun Prairie Area School District.

“I am very pleased that Malika is joining us at DOA in this key role,” Secretary Brennan said. “Her extensive background in human resources management and process improvement makes her a perfect fit for DPM, as the division takes the next steps in providing HR leadership and support to state agencies.”

In addition to managing human resources for DOA and providing HR services to other departments, DPM oversees the state civil service system, manages labor relations, develops and maintains the state classification and compensation systems, and leads the state’s affirmative action and equal opportunity employment programs. Evanco has management experience in all of these areas from her work at UW-Madison and Sun Prairie schools, as well as prior HR leadership roles at Agrace Hospice Care and Madison Area Technical College. She also developed and implemented employment programs at the Office of State Employment Relations and the State Department of Health and Family Services. Evanco is a certified Professional in Human Resources.

“Malika’s impressive management skills are matched by her dedication to community service,” Secretary Brennan added regarding Evanco, who is a founding board member of the Madison Network of Black Professionals. “The essence of effective HR management is about understanding people and organizational relationships, and Malika has absolutely proven her expertise in those areas.”

“I’m thrilled to take on the challenge of leading the Division of Personnel Management at the State of Wisconsin,” Evanco said. “The State is at a critical juncture. There are incredible opportunities to modernize the system that both supports and engages our talented workforce as well as how we recruit the next generation of State workers. I’m excited to lead the division’s efforts.”

Evanco holds a master’s degree in Public Administration from Wichita State University, where she also earned a bachelor’s degree in Sociology. Her appointment begins on Tuesday.
