WASHINGTON, D.C. — The National Taxpayer Union (NTU) today announced that Rep. Gallagher’s Bicameral Congressional Trade Authority Act was named one of ten “No Brainer” bills for Congress to pass in 2022. Each bill on this list has bipartisan support, has not been on a prior NTU “No Brainers” list, and is a common-sense solution to a real problem facing taxpayers.

The Bicameral Congressional Trade Authority Act would require the president to submit to Congress any proposal to adjust imports in the interest of national security under Section 232 of the Trade Expansion Act of 1962.

“For too long, Congress has ceded its constitutional power to the Executive branch on everything from spending to trade. The NTU is right: it should be a ‘no brainer’ for Congress to restore its own voice in the tariff process, particularly when it comes to our own national security,” said Rep. Gallagher.
