WASHINGTON, D.C. — Today, the Democratic Lieutenant Governors Association announced the “2024 Mobilization Project,” a new program to deploy Democratic Lieutenant Governors to maximize voter turnout across the country in support of the Biden-Harris campaign ahead of the 2024 election.
Democratic Lieutenant Governors represent the bench and future of the Democratic Party, and have the unique opportunity to dispatch throughout the country to mobilize voters on the ground in a monumental election. The Democratic Lieutenant Governors are the most diverse group of statewide elected officials in the country.
Getting out the vote in key battleground states — and energizing the base in blue states — is crucial for the Biden campaign in 2024, and incumbent Democratic Lieutenant Governors are well positioned to lead these efforts. In critical swing states, the incumbent Democratic Lieutenant Governor has a demonstrated history of organizing and turning out key areas and constituencies:
- Lt. Gov. Garlin Gilchrist has run in three competitive elections since 2017, and has become an adept organizer of must-turnout Detroit, which helped propel the Whitmer-Gilchrist ticket to a record victory in 2022.
- Lt. Gov. Peggy Flanagan served a section of Minneapolis’ western, inner-ring suburbs for two terms in the Minnesota House of Representatives, and has organized suburban and tribal communities throughout the state of Minnesota.
- Lt. Gov. Sara Rodriguez flipped a State House seat in Wisconsin’s key Waukesha County in Metro Milwaukee in 2020, and continues to drive persuasion and voter mobilization efforts in this must-turnout county.
- Lt. Gov. Austin Davis served Allegheny County in the Pennsylvania House of Representatives for two terms, and will drive persuasion and voter mobilization efforts in the must-win surrounding Western PA counties.
- Secretary Adrian Fontes served as the County Recorder of Maricopa County for two terms before his 2022 election to Secretary of State, where he received the most votes out of any non-federal statewide office. He will be key in mobilizing Latino and rural voters throughout Arizona.

“Pennsylvania proudly helped secure a Biden presidency in 2020, and I have no doubt it will do the same come 2024. Pennsylvanians across the Commonwealth understand all that the Biden administration has delivered for them — from protecting reproductive rights, to strengthening our infrastructure, to lowering medical and student costs and more,” said Pennsylvania Lt. Gov. Austin Davis. “Pennsylvanians also know that the choice between President Biden and an extreme Republican could not be clearer, and Democratic Lieutenant Governors are eager to deliver that message.”

In addition to their plan to raise $15m by 2026, the DLGA is committed to serving as the liaison and facilitator for Democratic Lieutenant Governors to aid the DNC and the Biden-Harris campaign in 2024, ensuring Democratic victory up and down the ballot.
