Department of Revenue Secretary Peter Barca announced Valeah Foy has been appointed to serve as State and Local Finance Division Administrator.
“Valeah successfully served as the department’s State and Local Finance Deputy Administrator since 2019,” said Secretary Barca. “During that time, she led the division’s distribution of over $400 million in American Rescue Plan Act – State and Local Fiscal Recovery Funds to Wisconsin local communities. She also oversaw the implementation of a new external filing system serving more than 4,500 local government officials. Valeah understands the issues facing local government officials, and most importantly, their constituents. She is, indeed, the go-to person for local government needs and issues. I look forward to working with her in this new role, and I know our stakeholders do too.”
With the department since 2011, Foy has held numerous positions along the way. Starting as a Revenue Tax Specialist, she worked her way up to a supervisor role before transitioning to the State and Local Finance Division’s Government Services Bureau Director in 2013.
Prior to joining the department, she worked as an equities trader and was responsible for executing domestic and international equity trades for a large insurance corporation with $15 billion in assets under management.
Foy earned her Master of Business Administration in Finance and International Management from New York Institute of Technology. She holds a Bachelor of Science in Business Administration and Finance from Bemidji State University.
