MADISON, WI. – In 2022, IRG embarked on an ambitious community engagement campaign, driving over 5,200 miles across Wisconsin and holding over 40 listening sessions with community leaders in over 20 cities and towns. As IRG continues carrying out these efforts statewide in 2023, we also know that a stronger, more consistent presence in individual communities is the precursor to building the level of trust and infrastructure needed to effect real, lasting change.
This is why today we are pleased to announce the hiring of Courtney Mullen as IRG’s Director of Outreach and Rural Coalitions. Based out of Neenah in Northeast Wisconsin, Mullen, originally from Green Bay, will use her ties to both rural communities and the conservative base to give IRG a permanent footprint in a crucial part of the state. Mullen’s focus will be engaging with leaders and grassroots activists in the Fox Valley and rural communities in northern Wisconsin.

“We’re thrilled to welcome Courtney to the IRG team. Not only does her hire mark a major milestone for IRG, giving the organization a permanent, durable footprint in an area of the state that is in major need of reforms; but it also will allow IRG to double-down on our commitment to building relationships and trust in rural communities in northern Wisconsin that are too often underserved, marginalized, and taken for granted.” – Madison Hartmann, Director of External Affairs
Mullen re-joins the IRG team after traveling Wisconsin statewide and building ties with local leaders for No Better Friend Corp., gubernatorial candidate Kevin Nicholson, and Attorney General candidate Eric Toney. Prior to returning to Wisconsin, Mullen served for four years as a political appointee for President Trump at the White House and the Department of Energy. Mullen earned her Bachelor of Arts degree in Journalism from the University of Wisconsin-Madison.

“I’m excited to continue working with Wisconsinites throughout the Fox Valley and rural Northern Wisconsin to hear what matters to them. Through IRG’s community outreach and the amplification of voices, I look forward to connecting people to the policies that impact them.” – Courtney Mullen, Director of Outreach and Rural Coalitions of the Institute for Reforming Government
