Madison, WI – Today, Representative Donna Rozar (R-Marshfield), with Senator Mary Felzkowski (R-Irma), introduced legislation to update the Wisconsin State Statute relating to abortion.

“It is unfortunate that in our fallen world, this bill is necessary. As a pro-life legislator, I believe in the protection of all life, from conception to natural death; however, our statutes must reflect modern medical realities. Medical advances have created gray areas for healthcare professionals seeking to administer care to their patients. I am authoring this proposal to ensure the health of pregnant women, assist those dealing with a tragic pre-natal diagnosis, and to protect victims of rape and incest.”

Current law utilizes language that is no longer used by healthcare professionals, and with advances in medical science over the years, there is confusion in the application of the statute.

The bill clarifies the definition of “to save the life of the mother,” to include “a serious risk of death … and irreversible physical impairment,” and “any circumstance in which the fetus has no chance of survival,” including when a fetal heartbeat is no longer detected.

These changes will allow medical professionals to perform necessary procedures to ensure that the life of the pregnant woman remains safe and healthy. Additionally, the legislation allows for exceptions in the first trimester for victims of rape and incest.
