WASHINGTON, D.C. — Rep. Mike Gallagher (R-WI) and Rep. Ro Khanna (D-CA), Chairman and Ranking Member of the House Armed Services Committee’s Subcomittee on Cyber, Information Technologies, and Innovation, introduced the Five AIs Act. The bipartisan bill would direct the Secretary of Defense to establish a working group to develop and coordinate an artificial intelligence initiative within the Five Eyes framework, America’s closest and strongest intelligence alliance between the United States, Australia, the United Kingdom, New Zealand, and Canada.
“Artificial intelligence is a transformational technology that can be harnessed for good or evil. It is imperative that we prevent our adversaries, particularly the Chinese Communist Party, from weaponizing AI to advance their military ambitions and perfect their repressive techno-totalitarian surveillance states. That means ensuring the Free World continues to lead when it comes to AI innovation combined with sensible guardrails for AI use,” said Rep. Gallagher. “The Five AIs Act is a bipartisan, common-sense bill that will ensure AI is advanced, tested, evaluated, and dominated by the members of the Five Eyes Alliance who share a common mission and shared strategy to use AI for good.”

If passed, this legislation will direct the working group to:
- Compare, test, and evaluate, and procure advanced AI systems in tandem with Five Eyes countries;
- Identify potential solutions to advance and accelerate AI interoperability for intelligence sharing and battle space awareness;
- Develop a shared strategy for research, development, test, evaluation, and employment of AI systems carried out jointly by the Five Eyes countries;
- Compare and use ethical frameworks to accelerate technological advancements in AI; and
- Leverage commercially available AI technologies to advance near-term jointness between the armed forces and intelligence components of the countries.

Background:
Our adversaries, namely the Chinese Communist Party, are challenging our digital dominance and ability to maintain overmatch and the peace we secure. Xi Jinping stood alongside Vladimir Putin earlier this year, pledging to become the world leaders in artificial intelligence. A future where AI is controlled by Xi and Putin is a future that bends to the whims of totalitarian leaders – the United States cannot allow that. A 2030 AI dominance goal for the CCP is around the same timeline Xi has set for the Chinese military to be capable of taking Taiwan by force.
