MADISON, WI – Today, October 14, 2025, the Wisconsin State Assembly hosted first responders from State Assembly districts across the state to recognize their selfless dedication to their communities. State Representative Deb Andraca (D-Whitefish Bay) presented the First Responder of the Year Award for the 23rd Assembly District to Joseph Binter, a resident of Thiensville who serves as a Police Officer with the Milwaukee Police Department.  

This past February, an armed individual opened fire on Officer Binter and his partner on duty, Officer Daniel Gonzalez, in Milwaukee. Officer Gonzales was struck by fire and severely injured. Despite the danger at the scene, Officer Binter bravely engaged the suspect and stopped the threat, preventing further harm to his partner, himself, and the community. 

Rep. Andraca released this statement following her presentation of the First Responder of the Year Award to Officer Binter: 

“It was a privilege to welcome Officer Binter to the Wisconsin State Capitol to present him with this award and recognize his extraordinary bravery and service in the face of extreme danger. His actions under imminent risk displayed his unwavering commitment to the safety of his fellow officers and our communities. 

“I am grateful for all of the first responders who reside and work in the 23rd Assembly District who put service above self and keep our neighborhoods healthy and safe.”
