MADISON, Wis. – Today, Rep. Ryan Clancy (D-19) stood alongside a growing group of legislators — led by new colleagues Rep. Christian Phelps (D-93) and Rep. Angelina Cruz (D-62) — calling for immediate action to protect the people of Wisconsin against President Trump and Elon Musk’s cruel threat to withdraw or freeze vital federal funding to Wisconsin. While President Trump’s targeting of federal agencies and programs changes at a whim, his actions jeopardize $28B in essential funding for health care, education, transportation infrastructure, and nonprofits around Wisconsin.
The bill would allow Wisconsin’s legislature to use the state’s $1.9B “rainy day” fund, as needed, to address federal funds frozen or withdrawn by executive action.
Rep. Clancy issued the following statement:
“President Trump is clearly, recklessly attacking our communities. It’s the responsibility of Wisconsin’s legislators to do whatever we can to prevent and mitigate the next harm. We know that the state’s ‘rainy day’ fund can’t be a permanent replacement for federal funding, but it must be available to fill gaps as needed.
We must use the lessons learned from the first Trump Administration: in the face of authoritarianism and cruelty, we must act collectively for the protection and survival of our communities. I’m proud to support and uplift my new colleagues in their strong, effective organizing around this proposal and am even prouder to champion it.”
