MADISON – Representative Alex Dallman (R-Markesan) released the following statement regarding the passage of Senate Bill 45/Assembly Bill 50 – the 2025-2027 biennial budget.

“Over the last several months, as I have been working with my colleagues on the Joint Committee on Finance, one thing has remained clear: we must deliver conservative wins for Wisconsin,” said Representative Dallman.

“While this budget is a compromise, there are many reforms to our state government that conservatives can be proud of – the biggest being a $1.5 billion tax cut for Wisconsinites. Legislative Republicans have tried to secure a meaningful income tax cut for years under Governor Evers, but he always vetoed it out of the budget – until now. We also eliminated the sales tax on residential electricity and natural gas bills, providing over $178 million in tax relief for Wisconsinites.

“We also ensured that the bloated University of Wisconsin System can no longer continue to exponentially grow their administrative bureaucracy by implementing a position cap. Not many Wisconsinites know that the UW System is the only state agency with the authority to create as many government-paid positions as it chooses, while other agencies must seek legislative approval.

System-wide, the University of Wisconsin System has hired thousands of non-instructional staff over the past 10 years, even as enrollment in our universities has declined by more than 16,000 students. Nowhere else would you see an increase in administration alongside a major reduction in the number of customers served.

“We made targeted, key in areas like local rural roads while delivering conservative reforms and keeping spending in line with inflation. I am hopeful that the Governor will sign this budget in its entirety and keep Wisconsinites on a better path to prosperity.”
