Madison – Rep. Joy Goeben (R-Hobart) welcomes the announcement that Planned Parenthood of Wisconsin will pause abortions at its clinics beginning October 1st due to legal and regulatory developments. This decision marks a significant step forward in protecting unborn children and reaffirming Wisconsin’s commitment to the dignity of every human life.

New restrictions imposed by President Trump’s One Big Beautiful Bill Act implemented a one-year ban on all federal funding to organizations that provide abortion services and receive more than $800,000 in Medicaid reimbursements.

“This is a hopeful moment for Wisconsin. Every heartbeat silenced by abortion was a life full of possibility. This pause means more of those lives may now have a chance,” shared Rep. Goeben.

Last Wednesday, Representative Goeben and Senator Quinn circulated legislation that would clearly define in statute what does not constitute an abortion. This legislation clarifies that abortion is not an early induction or cesarean section performed due to a medical emergency or the removal of a miscarriage or an ectopic, embryonic, or molar pregnancy.

“I’m proud that my bill, which clarifies what does not count as abortion, is now part of the legal framework and helps protect both life and legitimate medical care. As Wisconsin moves forward with enforcing protections for the unborn, we must also ensure that women facing real medical emergencies, like miscarriage, ectopic pregnancy, or life-threatening complications, receive timely and compassionate treatment without confusion or legal risk,” concluded Rep. Goeben.
