APPLETON, WI – This week, Governor Evers announced increased funding that municipalities across Wisconsin will be receiving through the Municipal Services Payments (MSP) Program. Municipalities in Senate District 18 will be receiving a total of $1.8 million through MSP.
“Local governments and taxpayers have been drawing the short-stick for years. The City of Oshkosh alone covers millions of dollars each year in services to facilities owned by the state, and that’s why I pushed so hard for an increase in funding for the Municipal Service Payments Program during budget negotiations. This budget cycle, with Senate Democrats finally at the table, we were able to secure the first funding increase for MSP in over two decades,” said Senator Dassler-Alfheim.
MSP is the mechanism the state government uses to reimburse local governments for the cost of maintaining and providing services to state-owned, property-tax exempt properties. These include providing fire, waste and management services to facilities such as the University of Wisconsin-Oshkosh and the Oshkosh Correctional Institution. In 2026, the City of Oshkosh will receive $1,720,112.79, the City of Menasha will receive $96,749.37, the City of Appleton will receive $8,659.46, and the Town of Oshkosh will receive $217.97 for services provided in CY 2024. MSP was created in 1973 but hasn’t been fully funded since 1981.
“One of the reasons your property taxes are so high is because for years, the state has been refusing to fulfill their financial obligations to municipalities. This year we moved the needle in the right direction, and I’m hopeful we can continue that trend in the years to come,” concluded the Senator.
