MADISON, Wis. — Today, legislative Republicans in the State Assembly held a public hearing on a bill that would prevent youth in Wisconsin from receiving medically necessary gender-affirming care. The members of the WI LGBTQ+ Caucus submitted the attached testimony in opposition to Assembly Bill 104. On behalf of members of the Wisconsin Legislative LGBTQ+ Caucus, Chair Sen. Mark Spreitzer and Vice Chair Rep. Christian Phelps issued the following statement:

“Today, the Assembly Committee on Health, Aging, and Long-Term Care heard testimony on 2025 Assembly Bill 104, which would ban gender-affirming care for minors.

“Gender-affirming care is safe, medically necessary, and saves lives. Legislators should not interfere in private decisions that belong in the hands of patients, their doctors, and their families. AB 104 bans all forms of gender-affirming care for Wisconsin youth, going so far as to even ban medications that delay puberty. Preventing doctors from providing life-saving, medically necessary care to their transgender and nonbinary patients under the age of 18 is deeply harmful, cruel, and dangerous.

“We call upon our Republican colleagues to stop playing political games and inflicting unnecessary pain on transgender and nonbinary Wisconsin children and their families. We call upon our Republican colleagues to remove this bill from further consideration. To the transgender and nonbinary youth across Wisconsin, you are seen, you are loved, and you belong here as your authentic selves. We will continue to fight to ensure that these bills– and any future legislation that harms LGBTQ+ Wisconsinites– will never become law in Wisconsin.”

Senator Mark Spreitzer is the Chair of the Wisconsin LGBTQ+ Caucus and Representative Christian Phelps is the Vice Chair of the Wisconsin LGBTQ+ Caucus.
