Hello, this is Senator Patrick Testin, and I am here today to talk about my bipartisan Advanced Practice Registered Nurse Modernization Act, which was recently passed by both the state Senate and Assembly.

For those of you who don’t know, the APRN Modernization Act authorizes qualified registered nurses to practice independently and without the need for a collaborative agreement with a physician – so long as the cases do not fall outside their areas of expertise.

Nearly 30 red and blue states have already enacted policies comparable to my APRN Modernization Act.

By empowering our APRNs to operate at the highest scope of their practice, I have no doubt they are going to step up and deliver high-quality healthcare in every corner of the state, especially in our rural and undeserved communities. I have worked on this legislation for the better part of five years, but my first two attempts were vetoed by the governor. I am confident the third time will be the charm.

That is because I have been negotiating with the executive branch and other stakeholders to reach a deal, and the governor has agreed to sign the latest version of the APRN Modernization Act into law once it gets to his desk.

There has been a lot of give and take and no one is getting everything they want. That tells me we are in a good spot right now. That is the true definition of compromise.

By recently passing the APRN Modernization Act, we as legislators have done our part. Now it’s time for Gov. Evers to
fulfill his end of the bargain.
