(Brown County, Wis.) –  Brown County residents will enjoy significant infrastructure investments and the lowest property tax rate on record if the 2027 budget proposal unveiled by Brown County Executive Troy Streckenbach on Thursday is enacted.

“We worked hard to put together this 2027 budget plan, which strikes the right balance of maintaining the services our residents rely on, while at the same time is mindful of the cost to property taxpayers,” says Streckenbach. “I’m honored to put forth a budget that prioritizes a sustainable, long-term approach that better aligns County revenue with the actual cost of delivering services.”

The 2027 mill rate will decrease by 12 cents, from $2.66 to $2.54, which is the lowest mill rate on record. The budgeted levy for 2027 is $97.77 million, which accounts for approximately $1.5 million in net new construction and the closure of some Tax Increment Districts (TIDs). The County’s outstanding debt will decrease again in 2027 by $7.41 million, bringing the remaining total outstanding debt down to $22.44 million, the lowest level in over 35 years. Since taking office, Brown County has paid off nearly $134 million in debt,  saving local property taxpayers millions of dollars in interest payments alone, while at the same time securing the financial well-being of Brown County and its residents for future generations.

Several major initiatives will take place in 2027, including continued work on the South Bridge Connector project, and investing nearly $18 million in 9 different road, bridge, and infrastructure projects. Brown County will utilize one-time funding to install and maintain new flood monitors for the East River and will install agriculture sediment basins to reduce phosphorous runoff. Brown County will also begin construction of the second phases of both the Port Development Site and the South Landfill site, will add a second mental health clinician, and will provide open access hours for substance use assessments at the Health and Human Services Department.
