DANE COUNTY – Dane County Executive Melissa Agard is celebrating the recognition of Dane County Regional Airport Executive Director Mark Papko, who has received a prestigious leadership award from the Great Lakes Chapter of the American Association of Airport Executives (GLC-AAAE).

Papko was recognized for his outstanding leadership and contributions to aviation, economic development, and community engagement. Since becoming Executive Director in 2025, he has overseen a period of record-setting growth for Dane County Regional Airport while positioning the airport for long-term success.

The Great Lakes Chapter represents airport professionals across 13 states and two Canadian provinces and is part of the American Association of Airport Executives, the nation’s largest professional organization serving airport leaders and employees.

“Mark Papko has helped elevate Dane County Regional Airport into one of the nation’s leading small-hub airports,” said Dane County Executive Melissa Agard. “His leadership has delivered record passenger growth, expanded travel opportunities for our residents, strengthened our local economy, and ensured the airport is planning thoughtfully for the future. This recognition is well deserved, and Dane County is fortunate to have someone of Mark’s vision and dedication leading this critical public asset.”

Under Papko’s leadership, Dane County Regional Airport welcomed nearly 2.5 million passengers during its busiest year on record. He also launched the airport’s first comprehensive Master Plan since 1993, expanded nonstop air service, secured Federal Aviation Administration approval of the airport’s updated Noise Compatibility Program, advanced an innovative PFAS bioremediation initiative, recruited key members of the airport’s leadership team, and developed a strategic plan focused on operational excellence, infrastructure investment, workforce development, and financial sustainability.

“Strong public infrastructure depends on strong public servants,” Agard said. “Mark understands that an airport is more than a place where planes take off and land. It is a gateway to our community, a driver of economic opportunity, and a source of pride for Dane County. Our airport is truly an important piece of what makes Dane County such a special place to live and work, and I’m thankful for our entire airport team for playing a role in this success.”

Prior to returning to Dane County, Papko built an accomplished career at major airports including Chicago O’Hare International Airport, San José Mineta International Airport, Grand Junction Regional Airport, and Duluth International Airport. Earlier this year, he was also named to In Business magazine’s Madison 40 Under 40.
