Richard Rydecki Recognized with NASCA Government Operations Champion Award; Dan Subach Recognized with NASBO Robert M. Armstrong Midwest Region Award
Madison, Wis. – Wisconsin Department of Administration (DOA) Secretary Kathy Blumenfeld announced that two DOA leaders have been recognized on the national stage for excellence in their field.
Richard Rydecki, administrator of the DOA Division of Enterprise Operations, was recognized with the 2026 Government Operations Champion Award by the National Association of State Chief Administrators. The Government Operations Champion award was established to recognize an individual that champions the critical role of efficient, effective, equitable operations and demonstrates a passion that good government operations and programs enhance the customer and citizen experience. Richard has been on the DEO leadership team since 2022. Through his leadership of the Bureau of Financial Management, Richard provides essential accounting and budgeting support for the state. This bureau has financial oversight over DOA and thirteen administratively attached agencies, totaling over $2 billion in annual expenditures and obligations. His award was first announced by NASCA.
Dan Subach, executive policy and budget analyst with the State Budget Office, was recognized with the Robert M. Armstrong Midwest Region Award by the National Association of State Budget Officers. The award recognizes the exceptional effort and performance of a Midwest Region state budget employee for outstanding contributions and service to public budgeting and management in state government. Dan Subach has served the State of Wisconsin for 35 years and is an instrumental member of the team supporting state agencies, local municipalities, federally funded programs, and overall fiscal stewardship for the state.
“Both Dan and Richard are dedicated public servants and proven leaders, committed to excellence and improving government operations,” said DOA Secretary Kathy Blumenfeld. “They’re highly deserving of these accolades, and we’re honored to have them recognized by their peers on a national stage, demonstrating Wisconsin’s excellence in public service.”
