Forward Analytics today announced Kevin M. Dospoy’s appointment as director of the organization. Dospoy brings extensive experience in public policy research, data analysis, and local government finance.

In his new role, Dospoy will lead Forward Analytics’ research and analytical efforts, continuing to provide data driven insights to inform policymakers, local government leaders, and stakeholders across Wisconsin.

“Well respected in the field, Kevin has demonstrated a deep understanding of data and trends throughout his tenure at Forward Analytics,” said Wisconsin Counties Association President & CEO Mark D. O’Connell. “He is well qualified for this role, and his leadership will continue to strengthen the organization’s commitment to objective, nonpartisan research.”

Dospoy previously served as the deputy director of Forward Analytics under Dale Knapp, who retired in 2025. Prior to joining Forward Analytics in 2021, Dospoy was with the Wisconsin Department of Health Services, as well as with the Wisconsin Taxpayers Alliance.

“I’m excited to step into this role and continue the important work of Forward Analytics,” Dospoy said. “We know that high quality data and objective analysis are essential for effective policymaking, and I look forward to continuing to support leaders at the local, state and federal levels with research that is relevant and can be trusted.”

O’Connell continued, “Forward Analytics is recognized as the gold standard for public policy research in Wisconsin. Its nonpartisan, apolitical, and fair-minded approach to analysis and policy will continue under Director Dospoy’s leadership, along with its strong standing among policymakers.”

In addition, Jacob Anderson has joined the Forward Analytics team as a research analyst. In his new role, he will contribute to research, reports, data analysis and publications for Forward Analytics. Anderson has been with the Wisconsin Counties Association for three years and will graduate in the spring of 2026 with a master’s degree in public affairs from the La Follette School of Public Affairs at the University of Wisconsin-Madison.
