MILWAUKEE — Today, Milwaukee County issued a Request for Proposals (RFP) seeking qualified developers to acquire and redevelop the soon-to-be-former Medical Examiner’s Office property at 933 West Highland Avenue in Downtown Milwaukee. Originally built in 1931, the 1.07‑acre parcel includes an approximately 58,000‑square‑foot structure that was converted to facilitate County operations in 1989.
This year, the Milwaukee County Medical Examiner’s Office will relocate their operations to the new Forensic Science and Protective Medicine Facility in Wauwatosa. Therefore, a new vision is now needed for the site at 933 West Highland Avenue that the Medical Examiner’s Office will soon vacate.
Through this RFP, Milwaukee County Economic Development and Real Estate Services aims to attract a redevelopment that advances community goals and offers strong architectural design, financial feasibility, equity and inclusion, and alignment with the City of Milwaukee’s Downtown Area Plan. Proposals that include higher-density residential housing or affordable housing will receive prioritized consideration under the RFP’s evaluation criteria.

A pre‑proposal site walkthrough will take place on Friday, April 24, 2026, at 1:00 p.m. (CST). Proposals will be accepted on a rolling basis, with the first submission deadline on May 26, 2026, at 5:00 p.m. (CST).
