MADISON – The Public Service Commission of Wisconsin (PSC) is notifying residents of the various ways to participate in or observe the pending electric and natural gas utility rate cases coming before the Commission this fall.

The PSC is the independent agency that regulates public utilities in Wisconsin and reviews applications related to utility operations, rates, and construction projects. In each case, the three-member Commission is responsible for independently reviewing the application and the full record of evidence, analyzing and weighing the evidence, and ultimately reaching a decision that complies with state law.

During the rate case process, PSC staff audits the utility’s financial records, examines the utility’s forecasts, and evaluates rate proposals to make sure the rates utilities charge are based on what it actually costs to produce and deliver heat and electricity. At the conclusion of the rate case review process, the Commission considers the information provided in the record. During a typical rate case, the commission will make numerous changes to a utility’s proposal after reviewing the evidence in the record.

The rate case process also provides opportunities to review and consider reporting on existing service offerings to ensure specific customers are paying their fair share.  In April, the PSC took up We Energies’ Very Large Customer (VLC) and Bespoke Resources Tariff application and issued a decision that protects existing customers and improves public transparency into the energy-related costs data centers will pay. Utility customers are encouraged to provide input on the rate proposals, and there are multiple ways to provide comments. Members of the public who want to comment at a public hearing can do so by attending physically in-person, or virtually via Zoom. As an alternative to commenting at a public hearing, members of the public may submit comments in writing at the hearing, online, or via US mail. It is important to note that a member of the public may submit comments in only one of the ways discussed above. Public comments received by the deadlines listed below become part of the official record considered by the Commission when making its decisions.

If a member of the public wants to observe a public hearing without participating, they can watch the hearing at the PSC’s YouTube channel or attend the hearing in-person but merely observe rather than testify.
