“I was pleased to see my Republican and Democratic colleagues come together to pass Assembly Bill 362 unanimously,” said Representative Franklin. “This bill has the potential to save lives by ensuring schools are prepared to respond to cardiac emergencies. Beginning in the 2027–28 school year, the bill would require schools to have a Cardiac Emergency Response Plan in place for cardiac emergencies that occur on school property and during school-sponsored athletic practices and competitions.”
Representative Franklin also thanked Representative Spiros for his leadership on the legislation.

Being able to work with him and leverage his experience on past bills addressing cardiac emergencies was crucial to its passage,” Franklin said. “I would also like to thank the Green Bay Packers and the Smart Heart Sports Coalition for their support. The Packers are a cornerstone not only of Green Bay, but of all Wisconsin, and their support of this bill shows a genuine commitment to our children and our communities. We couldn’t ask for a better partner or role model from a professional sports franchise.”
Franklin also expressed appreciation for the many other organizations that supported the legislation and helped move it through the Assembly, adding that he hopes the Senate will pass the bill in the coming months.
Having a cardiac emergency response plan in place is critical to ensuring a rapid response. According to the American Heart Association, there is only a four- to six-minute window to respond to a victim of cardiac arrest and begin compressions. Survival decreases by approximately 10 percent for every minute without effective CPR and/or access to an automated external defibrillator (AED).
