Madison, WI – Today, Representative William Penterman (R-Hustisford) voted to advance Assembly Bill 913, which provides tax relief for members of the Wisconsin National Guard and the United States Armed Forces Reserve.
Assembly Bill 913, co-authored by Representative Penterman, creates a state income tax exemption for compensation received by National Guard and Reserve servicemembers for federally required training, including Annual Training (AT) and Inactive Duty Training (IDT), such as weekend battle assembly. While current law exempts full-time active-duty military pay, it continues to tax Guard and Reserve members for the mandatory training they must complete to remain mission-ready. AB 913 closes that gap.
“This legislation recognizes the commitment our National Guard and U.S. Armed Forces Reserve members make to serve our state and nation,” said Representative William Penterman. “By providing tax relief on drill and training pay, we show our appreciation in a meaningful way by ensuring Wisconsin stands firmly behind those who serve.”
Guard members fulfill both state and federal missions — responding to natural disasters, supporting community emergency operations, and deploying overseas when activated. Exempting required training pay not only rewards continued service but also strengthens recruitment and retention as Wisconsin competes nationally for Guard talent.
Assembly Bill 913 now moves to the Wisconsin State Senate for further consideration.
