Madison, WI– Yesterday, Representative Paul Tittl (R-Manitowoc) approved of sending $1.8 billion of surplus dollars back to Wisconsin tax payers.

“In general, taxes are out of control,” said Tittl. “This proposal is progress for providing relief to Wisconsin tax payers and lifting up school districts.”

Key provisions of the proposal include- Surplus PaymentsProperty Tax ReliefIncome Tax ReliefProperty Tax Relief for VeteransDisaster Relief, and Special Education Reimbursement.

Surplus Payments

  • Full time residents filing an income tax return in 2024 will be eligible for a $300 rebate check. Married couples filing jointly will be eligible for up to $600. (Over $862 million provided.)

Property Tax Relief

  • Over $300 million in property tax relief to all school districts via school funding formula.
  • $50 million in property tax relief via tech. colleges- by lowering the amount of debt the institution is allowed to levy. (This cuts the remaining $100 million of debt levy in half to $50 million.)

Income Tax Relief

  • Eliminates tax on tips and overtime in perpetuity. ($230 million provided.)

Property Tax Relief for Veterans

  • Extending eligibility for veterans and surviving spouses’ property tax credit to service-connected disability rating of at least 80% and to un-remarried surviving spouses.

Disaster Relief

  • Creates disaster assistance grants for Wisconsin. (Over 20 million provided.)

Special Education Reimbursement

  • $85 million in 25-26 and $230 million in 26-27 will raise the rate to 50% for special ed. reimbursement. Below is the estimated additional amount of special education aid Manitowoc and Two Rivers School District will receive under the proposal.
  • Manitowoc School District: 25-26: +$519,23726-27: +$1,404,995 (Estimated)
  • Two Rivers School District: 25-26: +$157,302, 26-27: +$425,640 (Estimated)

Tittl notes that Wisconsin should be the most appealing state to start a family, start a business, own a home and retire, this proposal is a step in the right direction. The Assembly passed this legislation 61-32 and the Senate failed to concur.
