MILWAUKEE, WI – Tom Tiffany today released a new ad holding David Crowley accountable for Milwaukee County’s inmate tablet program after devices were used to intimidate victims and witnesses, threaten a police officer, and access child pornography.

“More than 1,500 attempts to contact a domestic violence victim. A police officer threatened. Witnesses in a triple-murder case intimidated. A judge revealing that another defendant accessed child pornography,” said Tom Tiffany. “How many warning signs does David Crowley need before he takes responsibility?”

Crowley approved Milwaukee County’s inmate tablet program in 2022, making tablets available to inmates regardless of the crimes for which they were being held. In 2025, he reauthorized the program.

The first major case became public in May when a domestic abuser attempted to contact his victim more than 1,500 times and threatened a Milwaukee police officer. Months later, a defendant charged with killing three people used a tablet to intimidate witnesses.

During court proceedings, Judge David Borowski questioned why defendants were being given the devices, called it “preposterous,” and said another defendant had used one to access child pornography.

“David Crowley cannot claim he didn’t know there was a problem,” Tiffany said. “After the first case became public in May, he had an opportunity to demand accountability, fix the problem, and make sure it never happened again. He failed to do that. As governor, I will put victims first and hold criminals accountable. Violent inmates will not be handed tablets they can use to harass victims or intimidate witnesses from behind bars.”
