VICTORY: WILL-Backed Constitutional Amendments Ratified by Wisconsin Voters

WILL’s Work in the Capitol and Beyond Led to Long-Lasting Changes of the Wisconsin Constitution

The News: Wisconsin voters approved two WILL-backed constitutional amendments on Tuesday. The Partial-Veto Amendment (Question 1) makes state government more accountable to taxpayers by limiting the authority of governors to unilaterally raise taxes with their veto pen. The Equality Amendment (Question 3) prohibits state and local governments from discriminating or granting preferential treatment based on race, sex, ethnicity or national origin. WILL played a pivotal role in advocating for these amendments through the legislative process and also launched a six-figure campaign to inform key portions of the electorate before Election Day.

The Quotes: WILL President and General Counsel, Rick Esenberg, stated, “Although Wisconsinites voted for many new politicans on Tuesday, they reaffirmed their commitment to two longstanding political principles: limited government and equality under the law. WILL helped turn those principles into lasting constitutional protections by encouraging passage of these amendments in the Legislature and taking the case directly to voters. Wisconsinites have placed clear limits on their government, and public officials must respect them. Now more than ever, WILL remains committed to defending our constitutional rights and nation’s founding principles.”

WILL’s Impact: WILL supported both amendments as they moved through the Legislature and testified in favor of each. Earlier this year, WILL launched a six-figure campaign encouraging Wisconsin voters to vote YES on the Equality Amendment (Question 3) and the Partial-Veto Amendment (Question 1) on the November 3, 2026 ballot.

The campaign played an important role in helping key voters understand how these amendments would protect taxpayers, hold the government accountable, and ensure every Wisconsinite receives equal treatment under the law.

The amendments will take effect when the Wisconsin Elections Commission (WEC) certifies the statewide canvass, which must be completedbefore December 1.
