Madison, WI – Today, the Wisconsin State Assembly passed the 2025–2027 Biennial Budget, a fiscally responsible plan that delivers substantial tax relief, invests in rural communities, strengthens critical infrastructure, and funds key priorities for northern Wisconsin. Representative Rob Swearingen (R–Rhinelander) issued the following statement:

“This budget puts the needs of the Northwoods first—with tax relief for working families, investments in long-term care, EMS services, and strong support for our tourism economy. I’m proud to support a plan that reflects the priorities of the communities I represent.”

The 2025–27 state budget includes the following statewide provisions:

  • $1.5 billion in income tax relief, cutting the middle two brackets to 4.4%
  • $22.4 billion in funding for long-term care programs and nursing homes
  • $30 million investment in tourism marketing to boost local economies
  • Significant expansion of EMS funding to strengthen emergency response in rural areas

In addition to supporting the full budget package, Rep. Swearingen authored and advanced several key budget motions that were adopted by the Joint Committee on Finance and included in the final bill:

  • $750,000 for Lakeland STAR School and STAR Academy

Supports students with autism through life-skills-focused learning.

  • $255,000 for Lakeland Airport Upgrades

Rehabilitates runway and lighting at the Northwoods’ busiest airport.

  • $1.75 million for Deerskin River Dredging

Restores navigability, improves fish habitat, and protects lake access.

  • $1 million for ATV/UTV Trail Mapping Software

Develops a statewide trail app to improve safety, tourism, and access.

  • PRAT Authorization for Minocqua

Allows a 0.5% Premier Resort Area Tax to fund infrastructure while lowering property taxes.

“These investments are a direct result of listening to our local governments, schools, and outdoor recreation community,” added Swearingen. “Whether it’s better roads, safer airports, or protecting our natural resources, this budget puts the Northwoods first.”
