MADISON, WI – Yesterday, Wisconsin Governor Tony Evers signed into law 2025 Wisconsin Act 9 and 2025 Wisconsin Act 10, which would establish a framework for certifying psychiatric residential treatment facilities and establish a statewide system for sharing minors’ mental health safety plans. Representative Shelia Stubbs (D-Madison) released the following statement:
“I want to thank everyone who played a role in the development of 2025 Wisconsin Act 9 and 2025 Wisconsin Act 10, which will enable our state to certify and regulate psychiatric residential treatment facilities and establish a statewide system for sharing individualized information between providers for de-escalating and treating mental health crisis in our youth.
This past year, I had the privilege of serving on the Study Committee on Emergency Detention and Civil Commitment of Minors alongside Representative Patrick Snyder, Senator Jesse James, Senator LaTonya Johnson, and esteemed mental and behavioral health care providers, law enforcement representatives, legal experts, and social workers from across the state.
Our task was to improve the systems and resources in place to help Wisconsin youth who are experiencing a mental health, behavioral health, or substance abuse crisis.
Over the course of several months this past year, we learned from experts in the field through a series of public hearings about how our resources for helping these youth across our state are under extreme stress.
These bills, which were developed as recommendations by the Study Committee and signed into law by Governor Evers yesterday with appropriate funding attached by the Joint Committee on Finance, will lead to significant improvements in our state’s ability to triage and treat youth with acute mental and behavioral health needs. I’m so proud that we were able to come together and develop real, workable solutions for our kids.”
