Madison, Wisconsin (Aug. 1, 2025) – The Wisconsin Court System has announced three leadership appointments, each bringing experience that aligns with the court system’s ongoing work in judicial administration, public access, and statewide technology.
Brittney Richmond has been appointed Chief Information Officer (CIO) of the Consolidated Court Automation Programs (CCAP). Tim Duggan now serves as Deputy CIO, and Morgan Young has taken on the role of Legal Counsel and Executive Assistant to Chief Justice Jill J. Karofsky.
Richmond previously served as Interim CIO and as Deputy CIO. In her leadership roles, she has overseen infrastructure projects, cybersecurity planning, and continuity of operations for the court system’s statewide technology platforms. Richmond holds a master’s degree in Business Continuity, Security, and Risk Management from Boston University and bachelor’s degrees in Mass Communications and Political Science from Winona State University.
Duggan brings more than 25 years of experience with CCAP and has played a central role in the development of Wisconsin Circuit Court Access (WCCA), the Judicial Dashboard, eBench, and the web-based platform for circuit court applications. He also held IT leadership positions at the Wisconsin Department of Employee Trust Funds, where he contributed to system modernization and quality management efforts. Together, Richmond and Duggan now lead CCAP’s efforts to maintain and advance secure, reliable, and user-centered technology that supports courts across the state.
Morgan Young, formerly Director of the Office of Judicial Education, now serves as Legal Counsel and Executive Assistant to the Chief Justice. She began her legal career representing victims of domestic violence, sexual assault, and human trafficking in family courts across northwest Wisconsin. Young later served as the Immigration and Poverty Attorney at End Domestic Abuse Wisconsin and as Victim Services Training Officer at the Wisconsin Department of Justice.
