DE PERE, Wis. – The Wisconsin Department of Justice (DOJ) Division of Criminal Investigation (DCI) is conducting an officer involved death investigation in the City of De Pere, Wis. that occurred on the morning of Saturday, July 26, 2025.
At approximately 12:57 a.m., dispatch received a report of an individual armed with a rifle at the Perkofski Boat Launch in the City of De Pere. Law enforcement officers from the De Pere Police Department, the Ashwaubenon Public Safety Department, and the Brown County Sheriff’s Office responded to the boat launch. Law enforcement officers attempted negotiations with the subject, Scott H. McDonald, 44 years old. Shortly after, Mr. McDonald produced a rifle, law enforcement officers from the De Pere Police Department and Ashwaubenon Public Safety Department discharged their weapons striking Mr. McDonald. Law enforcement officers immediately rendered aid, but Mr. McDonald was pronounced deceased on scene.

Ashwaubenon Department of Public Safety:
- Officer Andrew Wickman, 3 years law enforcement service
- Officer Daryl Booth, 5 years law enforcement service
- Officer Alek Pearson, less than 1 year law enforcement service
De Pere Police Department:
- Officer Kyle Phillips, 4 years law enforcement service
- Officer Ryan McShane, 8 years law enforcement service
- Sgt. Matthew Magno, 20 years law enforcement service
Law enforcement officers were wearing body cameras during the incident.
The involved law enforcement officers were placed on administrative leave, per agencies’ policies.
DCI is leading this investigation and is assisted by a DCI Crime Response Specialist, Wisconsin State Patrol and the Wisconsin State Crime Laboratory. All involved law enforcement are fully cooperating with DCI during this investigation.
DCI is continuing to review evidence and determine the facts of this incident and will turn over the investigative reports to the Brown County District Attorney’s office when the investigation concludes.
