MADISON, Wis. – Attorney General Josh Kaul today announced the appointment of Mark Rather to serve as Division of Law Enforcement Services (DLES) administrator at the Wisconsin Department of Justice.  

“Mark is well prepared to serve as the administrator of the Division of Law Enforcement Services,” said AG Kaul. “I’m confident that, under Mark’s leadership, DLES will continue to be effective in positively impacting public safety.”

Rather served as the deputy administrator of DLES from July 2023 through his appointment as the administrator. Before joining DOJ, Rather served as the section chief of the Dealer and Agent Section in the Division of Motor Vehicles at the Wisconsin Department of Transportation.

Rather began his law enforcement career in 1997 as an emergency dispatcher with the West Allis Police Department. Starting in 2000, he served in several roles at the West Milwaukee Police Department, including officer, detective, sergeant, and lieutenant, until departing in 2018 to serve as deputy chief at the East Troy Police Department until 2022.

Rather is a 2015 graduate of the Federal Bureau of Investigation (FBI) National Academy. He earned his Bachelor of Science in criminal justice from UW-Milwaukee and his Master’s certificate in law enforcement leadership and management from Marquette University.
