WHITEFISH BAY, Wisc. — Bill Berrien, a former Navy SEAL, Wisconsin manufacturer, and candidate for Wisconsin Governor, announced a transformative economic plan titled “Clear, Hold and Build: A SEAL’s Mission Plan for Wisconsin to Win and Prosper.” Drawing on his business experience and time as a Navy SEAL, Berrien outlined a strategy to make Wisconsin a global manufacturing powerhouse with higher wages, better jobs, lower taxes, and stronger families, positioning Wisconsin to take full advantage of President Trump’s tariffs and tax cuts and lead the nation.

“Wisconsin has a choice: we can be a state of bureaucrats or a state of builders, but we can’t be both,” said Bill Berrien. “We can elect another career politician to keep managing a slow decline, or we can hire a SEAL and a businessman with a battle plan to Clear, Hold, and Build. Wisconsin can be the best place on the planet to build a factory, start a business, double your salary, and support a family. We can be the tip of the spear for President Trump’s winning agenda. The plan “Clear, Hold, and Build” includes three key pillars:

CLEAR: Bulldoze Taxes and Regulations

  • Slash tax rates and create a fairer, flatter tax code.
  • Align Wisconsin’s standard deduction with President Trump’s federal standard deduction to put more money in families’ pockets.
  • Implement a Sunset Law, requiring every regulation and bureaucracy to justify its value or be eliminated.

HOLD: Lead a Skilled Trades Revolution

  • Take the business mindset to double or triple wages, as demonstrated at Berrien’s manufacturing company, Pindel Global Precision, where employees have risen from minimum wage to six figures.
  • Lead a Skilled Trades Revolution for Wisconsin – fund vocational schools, expand apprenticeships, and put advanced shop classes in every high school.
  • Position Wisconsin as a magnet for investment in high-tech manufacturing with fast-growing wages and salaries for frontline workers, makers, and doers.

BUILD: Position Wisconsin as a Manufacturing Leader

  • Take full advantage of President Trump’s tariffs to prioritize Wisconsin for reshoring and “Made in the U.S.A.” manufacturing.
  • Audit the entire legal review and permitting process in Wisconsin with a businessman’s mindset.
