Madison—Representative Sequanna Taylor (D-11) today announced that she is a co-author of legislation to legalize and regulate cannabis for adults 21 and older in Wisconsin. The bill is led by Representative Madison and Senator Johnson and maintains access for medical cannabis patients while creating a process to review prior cannabis-related convictions.

“This bill takes a comprehensive and responsible approach to cannabis in our state,” Rep. Taylor said. “It provides safe and legal access for adults, ensures protections for medical patients, and establishes a clear regulatory system for the production, sale, and testing of cannabis. Importantly, it supports Wisconsin business owners and working families by creating opportunities to sustain income, maintain jobs, and grow small businesses while keeping our local economy strong.”

The legislation would allow adults 21 and older to possess cannabis for recreational purposes and licenses individuals and businesses to produce, process, transport, and sell cannabis. It also creates the Medical Cannabis Registry Program to provide qualifying patients access to cannabis for medical purposes. The bill imposes age restrictions and labeling requirements for cannabis products and establishes a system of taxation and regulation to ensure public safety and oversight.

The bill also establishes a Cannabis Conviction Review Unit to identify individuals eligible for expungement or adjustment of prior cannabis-related convictions and provides grants to organizations supporting those services. Additionally, it prohibits discrimination in employment and housing based on the lawful use of medical cannabis.
