Madison, WI — Today, State Representative William Penterman (R-Hustisford) expressed disappointment following the Governor’s veto of Senate Bill 7, legislation aimed at preventing foreign adversaries from acquiring real property in Wisconsin.

This legislation would have prohibited foreign principals tied to hostile governments from owning or controlling land in Wisconsin—an increasingly urgent issue as foreign ownership of U.S. farmland and real estate continues to rise.

“This veto is a missed opportunity to take a proactive and bipartisan step toward Protecting Wisconsin’s land and national security interests,” said Rep. Penterman. “At a time of growing geopolitical uncertainty, we should be strengthening safeguards—not delaying action.”

The legislation was narrowly tailored, using federal definitions to target only foreign adversaries and their agents, while preserving opportunities for lawful investment and protecting current property owners through prospective application.

Supporters of the bill pointed to increasing concerns over supply chain vulnerabilities, food security risks, and the potential for foreign surveillance or influence tied to land ownership. Similar measures have been enacted or considered in states across the country with bipartisan backing.

Despite the veto, Rep. Penterman will continue working with colleagues and stakeholders to address foreign ownership concerns and pursue solutions that put Wisconsin’s interests first.
