Madison…Representative Clint Moses (R-Menomonie) author of Assembly Bill 180, now Wisconsin Act 116, released the following statement after Governor Tony Evers signed the bill into law today.

“Today, Wisconsin took an important step toward restoring the original purpose of Foodshare and protecting taxpayers from major new federal costs. I authored AB 180 to ensure taxpayer funded nutrition assistance is focused on nutritious food, not candy and soft drinks. Under this new law, the Department of Health Services must seek any necessary federal waiver to prohibit the purchase of candy and soft drinks with Foodshare benefits.”

The version signed into law today reflects negotiations between the Legislature and the governor. While the original bill focused on the waiver request, the final version was amended to include funding, administrative support, and implementation resources tied to federal changes affecting the SNAP program. Those amendments were necessary to help Wisconsin respond to new federal requirements and avoid major new costs to taxpayers.

“Today’s bill signing is the result of strong negotiation and a willingness to get this done the right way,” said Rep. Moses “I authored AB-180 to restore the intent of Foodshare and ensure nutrition assistance is being used for nutritious food, not candy and soft drinks. The final version keeps that core policy in place while also giving Wisconsin the resources it needs to respond to federal changes and protect taxpayers.”

Assembly Bill 180 was passed by the Legislature and sent to the governor on March 18, 2026, before being signed into law today, March 23, 2026.

“This is a commonsense reform that promotes healthier choices, protects the integrity of Foodshare, and puts Wisconsin in a better position moving forward,” Representative Moses concluded.
