Madison, WI – Representative Chanz Green (R-Grand View) issued the following statement after the Forestry Revitalization Act was signed into law:
“This is not only a major win for Hayward and Northern Wisconsin, but also a significant boost for our forestry industry. After years of decline, this project will help revitalize timber markets and support thousands of jobs across Northern Wisconsin.
By improving Wisconsin’s forest health and utilizing 80% Wisconsin-sourced, unmarketable wood, this project will enhance wildlife habitat, improve hunter access, and support more scenic, healthier forests for recreation and tourism. It’s about time that Madison made meaningful investments in Northern Wisconsin, and there’s no better industry to invest in than forestry.”
Authored with Sen. Mary Felzkowski (R-Tomahawk), the Forestry Revitalization Act would allow Synthec Fuels, in conjunction with Wisconsin-based company Johnson Timber, to invest in a new facility in Hayward that converts woody biomass into sustainable aviation fuel.
The act authorizes WEDC to certify up to $120 million in tax credits under the existing enterprise zone tax credit program. To qualify, the claimant must submit information demonstrating economic due diligence, which includes:
- Letters of intent from timber industry businesses and other key suppliers to provide materials necessary for biofuel production.
- Letters of intent from prospective purchasers committing to buy biofuel in quantities sufficient to meet sales thresholds outlined in the business plan.
- A financing commitment letter detailing funding for capital and operating costs, along with proof of required equity raised and on deposit.
- A third-party feasibility study outlining the proposed conversion technology and processes, including performance data and analysis of feedstock availability, cost competitiveness, and job creation.
The Forestry Revitalization Act is now 2025 Wisconsin Act 164.
