SUPERIOR, Wis. – The Wisconsin Department of Justice (DOJ) Division of Criminal Investigation (DCI) is investigating an officer involved death that occurred in the City of Superior on the evening of Tuesday, April 7, 2026.
At 9:47 p.m. Tuesday evening, a Superior Police Department officer, Ibrahim Carson, with 1 year and 11 months of law enforcement service, located a wanted person in the 1700 block of Oakes Avenue in the City of Superior. Alongside the wanted person were two additional subjects. As Officer Carson approached, one of the additional subjects, David D. Menton, 42, attempted to flee the scene. Officer Carson and Mr. Menton engaged in a physical altercation. During the altercation, Officer Carson discharged his weapon, striking Mr. Menton. In addition, a SCCY 9mm handgun was also recovered from the scene.
Life saving measures were rendered to Mr. Menton, but the subject was pronounced deceased on scene. Officer Carson sustained an injury during the incident, was transported to a local hospital and is in stable condition.
Officer Carson was wearing a body-worn camera during the incident.
Officer Carson remains on paid administrative leave, per the agency’s policy.
DCI is leading this investigation and is assisted by a DCI Crime Response Specialist and the Douglas County Sheriff’s Office.
Involved law enforcement is fully cooperating with DCI during this investigation. DCI is continuing to review evidence and determine the facts of this incident and will turn over the investigative reports to the Douglas County District Attorney’s office when the investigation concludes.
