MADISON, Wis. — Kristin Silva, Community Development Manager for Waukesha County, has been appointed to the Wisconsin Housing and Economic Development Authority (WHEDA) Board of Directors.
Silva has focused her career on advancing affordable housing and currently oversees the Community Development Block Grant (CDBG) and the four-county HOME Consortium for Waukesha County. Through these programs, she helps direct millions in federal funds annually to support public services, economic development, and affordable housing. Her leadership helps critical resources reach Wisconsin communities.
“Kristin’s experience in community development and affordable housing will be a tremendous asset to WHEDA’s Board of Directors,” said Elmer Moore, Jr., WHEDA CEO & Executive Director. “She understands the complexity of Wisconsin’s housing challenges and the resources available to help us advance our mission to expand housing and economic opportunity across the state.”
Prior to joining Waukesha County, Kristin served as Housing Program Manager at the Wisconsin Partnership for Housing Development, working with community organizations, government agencies, and housing developers to strengthen programs, improve policies, and secure housing financing. Her leadership in connecting public and private sectors helped advance affordable housing and community development in Wisconsin and Iowa.
“My experience with community development and affordable housing has shown me that using our resources strategically and collaboratively can make an enormous impact for people,” said Silva. “I am honored to join WHEDA’s Board and look forward to supporting efforts to broaden choices in housing and economic opportunity for Wisconsin residents and communities.”
Silva adds the WHEDA Board to her other volunteer experience, including serving on United Way’s Safe and Stable Homes Advisory Council and the Waukesha County Emergency Food and Shelter Program Board. She holds a Master of Public Affairs from the La Follette School and bachelor’s degrees in art and art history from the University of Wisconsin-Madison.
The WHEDA Board consists of the Secretary of the Wisconsin Department of Administration (or designee), the CEO of the Wisconsin Economic Development Corporation (or designee), and six public members nominated by the governor and appointed by the state senate. Additionally, two state senators and two state representatives, one from each party, are selected by legislative leadership to serve. Members hold staggered four-year terms.
